Is your feature request related to a problem? Please describe.

Currently the Proxy only supports a single target to a location.

Describe the solution you'd like

It would be nice to support multiple back ends to a location for load balancing the service.

Describe alternatives you've considered

Pangolin supports this with health checks. I could setup an on premise VIP and point Netbird to that as well, but it would be nice if it were built in.
