On mobile (both android and iOS), when a peer has its app uninstalled while still connected, it never reports back to management server that its connection was cut off. This causes said "abandoned" peers to be reported in the "connecting..." state until their authentication expires (if set to expire).

Said abandoned peers' state never changes otherwise because every peer that arrives through GetRemotePeers call on network map has its default state set to "Connecting", and the reconnection logic doesn't update their state on timeout.

This PR addresses this by defining a guard timeout function callback to be called once this timeout is elapsed and set said peer's state to idle.
