A status -d command triggers peer.Status.GetFullStatus, which calls relayMgr.RelayStates(). Manager.RelayStates is blocked by RLock in openConnVia during Client.Connect, thus blocking the status command until the dial timeout. This PR uses a TryRLock in RelayStates() while query each track so there is no block for a track mid-connect. A regression test is also added.
