I'm having trouble finding how to create a new notification trigger. I want to configure an email notification for new user registrations, which would allow me to assign them to the appropriate groups. Could you please advise if this functionality exists?

This appears implemented in NetBird Cloud. The current notifications docs show an Email channel under Settings > Notifications, with supported user events including Pending Approval and User Joined, which covers email notification for new user registrations/join events. Docs: https://docs.netbird.io/manage/settings/notifications. Cheers!
