Is your feature request related to a problem? Please describe.

We are using identity provider as intended. On the identity setup we have 2fa enforced.
We also have some users outside of our idp domain. When we enable global mfa ALL users require additional mfa:

regular idp users (so we have 3factors total)
and remote users (proper 2fa)

Describe the solution you'd like

I propose there should be a possibility to enforce 2fa on per user basis:

external users can have 2fa without forcing regular idp users into 3fa
admin users from idp can be forced into 3fa if needed

Describe alternatives you've considered

Less functional alternative would be to only enforce Netbird mfa to non idp domain users.

Yes we need this big time. Customers we are looking at onboarding 100 users they can get forced to double MFA just not a good look. Please can we add this?
