Describe the problem

netbird client with Rosenpass enabled used high bandwith and traffic even when the only clinet in the network.
client uses about 5GB/day and up to 6Mbit/sec (mean bandwith 1-2Mbit/sec) in upstream. Download is normal (no special indication in FritzBox)

With --enable-rosenpass=false bandwith usage is low and no peak in bandwith up- or downstream.

To Reproduce

netbird version: since 0.3 and still in 0.61.2
OS: Linux & Proxmox
Kernelversion: 6.8 / 6.12 / 6.17

Expected behavior

Do not use large (no) upstream/upload traffic when no other client is online
