47df3c3ef0 [client] Adapt WGWatcher to per-instance model after #6664 rebase
The rebase carried #6664's WGWatcher changes into our wg_watcher package
(single-shot, no enabled flag). Adapt conn.go to match: create a fresh
watcher per connection attempt in enableWgWatcherIfNeeded, drop it in
disableWgWatcherIfNeeded, nil-guard resetEndpoint.

Guard stale WG timeouts on the event loop instead of #6664's conn.mu
recheck: onWGDisconnected only checked watcherCtx on the watcher
goroutine, racing the loop that cancels it and processes the timeout. A
loop-owned wgWatcherGen tags evWGTimeout; handleWGTimeout drops events
from a superseded generation, so the check and the teardown happen
atomically on the single loop.

99fbd19865 [client] Move ICE and relay workers into the worker package
Relocate WorkerICE (renamed worker.ICE) and WorkerRelay plus ConnPriority
into client/internal/peer/worker. To break the peer<->worker cycle the
workers no longer take *Conn or ConnConfig: callbacks are passed as plain
functions (Conn's unexported methods as method values), and each worker
receives only the fields it needs (key, ICE config, isController) plus a
small services struct. Context is passed to OnNewOffer instead of stored.

Move the worker connection-status helper the other way, out of the worker
package into peer as worker_status.go (WorkerStatus / AtomicWorkerStatus),
since only Conn uses it.

35c90be8ba [client] Extract Handshaker and Signaler into a signaling package
Move the signaling protocol out of the peer package into
client/internal/peer/signaling: OfferAnswer, IceCredentials, Handshaker
and Signaler. Break the peer<->signaling cycle by giving the Handshaker
a plain Config and an ICEWorker interface instead of *Conn/*WorkerICE,
and by passing the relay manager directly rather than the relay worker.
Combine the ICE worker's local-credentials and session-id accessors into
a single Credentials() returning a Credentials struct.

Move the ICE session id to the ice package as ice.SessionID, since it
identifies an ICE agent session and is minted there alongside
GenerateICECredentials; signaling only carries it.

33cad89cea [client] Decouple ICE and relay workers from Conn via interfaces
WorkerICE and WorkerRelay took a concrete *Conn back-pointer. Replace it
with small callback interfaces (iceCallbacks, relayCallbacks) covering
only the methods each worker invokes on the connection. WorkerICE also
receives its portForwardManager as an explicit parameter instead of
reaching into conn.portForwardManager.

9d92bc8abc [client] Extract peer status recorder into its own package
Move the Status recorder and its state types out of the peer package
into client/internal/peer/status, split by struct across recorder.go,
peer_state.go, full_status.go, events.go, notifier.go and route.go
instead of one 1600-line file. Rename the type Status -> Recorder
(NewRecorder already implied it; avoids status.Status stutter). Split
conn_status.go: the ConnStatus type and its constants move to the status
package, connStatusInputs stays with the peer event loop.

The peer package references the status package directly; a transitional
status_alias.go re-exports the moved symbols for the ~50 external callers
still using peer.Status/State/ConnStatus, to be removed once they are
migrated.

71519f1b5d [client] Deduplicate peer state update methods in Status
The five UpdatePeer* methods repeated the same lock/copy/snapshot/notify
boilerplate. Extract a shared updatePeer helper taking a router-notify
predicate and a mutate closure; each method now only declares which
fields it copies. Replace the repeated inline peer-not-found error with
an errPeerNotExists sentinel.

6ee7327025 [client] Suppress ICE events from replaced agents
Track connection state per agent generation instead of the shared
lastKnownState field, which was written from concurrent agent callbacks
without a lock. The connect goroutine now drops the connection if the
agent was replaced during dialing, and a replaced agent's late
disconnected callback no longer reaches the conn after its successor
already reported ready. Only the agent whose connection was last
reported ready may report it down.

650a654f93 [client] Fix ICE dialer cancel race in WorkerICE.connect
The connect goroutine read the agentDialerCancel field without holding
muxAgent, racing with OnNewOffer replacing it for a new session. On
failure paths the stale read could cancel the new session's dialer
instead of its own. Pass the cancel func of the owning session as a
parameter, like the dialer context.

7007511bd1 [client] Refactor peer Conn to a single-owner event loop
Replace the mutex-guarded callback model of peer.Conn with a per-peer
event loop that exclusively owns all mutable connection state. External
callers and transport workers post typed events into a non-blocking,
coalescing mailbox instead of contending on conn.mu:

- offers/answers coalesce to the newest message, a new offer flushes
  queued candidates of the superseded session
- candidates are applied in arrival order from a bounded FIFO
- transport state changes are never dropped
- the blocking relay dial runs on a helper goroutine with a single dial
  in flight; signaling I/O (offer/answer sends) runs off the loop

conn.mu now only guards the open/close lifecycle. Close posts a close
event and waits for the loop teardown; the loop also tears down on
engine context cancellation and releases resources of unprocessed
events.

Delete the Handshaker listener machinery (Listen loop, unbuffered
drop-on-busy channels, AsyncOfferListener with its double-processing of
the first offer), the never-wired dispatcher package and the unused
ICEMonitor.ReconnectCh. Fix a goroutine leak in the WG watcher test
that raced with tests mutating the package-level check timing vars.

2a61eac047 [client] Fix Linux tray right-click opening the main window (#7039)

On SNI hosts that report icon clicks via Activate (KDE Plasma, Waybar),
Wails fired the left-click handler on every dbusmenu 'opened' event, so
a right click opened the tray menu and immediately raised the main
window, which stole focus and closed the menu.

f2d13b884a [client] Fix session expired relogin (#7055)
## Describe your changes

After the SSO session expires, the daemon tears the engine down
permanently
(management returns `PermissionDenied` → `runCancel()` → the retry loop
exits
for good). The "Session expired" dialog's Login button still drove the
extend-session flow, which requires a live engine: the user completed
the full
browser SSO + 2FA round trip only to get
`Failed to extend the session — engine is not initialised`, with no way
out
other than quitting and relaunching the client.

Reproduce:
1. Log in on a desktop client with session expiration enabled (e.g. 16h
TTL).
2. Let the session expire (e.g. leave the machine asleep overnight).
3. Wake it, click **Login** on the "Session expired" dialog, complete
SSO + 2FA.
4. The error dialog appears and every retry fails the same way.

Changes:
- The expired branch of the session-expiration dialog now emits
`trigger-login`, driving the full `Login → SSO → Up` sequence that
rebuilds
the client, instead of the extend flow (an expired session can no longer
be
  extended).
- `RequestExtendAuthSession` fails fast when the engine is already gone,
so the
  browser/2FA round trip is not wasted on a doomed extend.
- The expired tray row navigated the main window to `/#/login`, a route
that
does not exist and fell through to the main page without starting a
login;
  it now emits `trigger-login` as well.

1bedb4e59d [client, android] Reuse the profile's account for Android SSO logins (#6988)
The Android binding never recorded which account a profile belongs to,
so every interactive login and every session extend went to the IdP with
no login_hint. With nothing to go on the IdP picks an account itself,
which on a session extend means re-authenticating an account the profile
is already signed in with.

Store the email the PKCE flow already parses out of the ID token, and
pass it back as the hint on later flows. An empty hint stays meaningful:
a fresh profile, or one that was logged out, deliberately leaves the
choice to the IdP, which is how a profile changes accounts. Logout
clears the stored email for that reason — while it is on disk it would
steer the next login straight back into the account just logged out of.

The email is keyed off the profile's config path rather than the active
profile: Auth.login runs in a goroutine, so the active profile can
change under a flow already in flight. It lands in
<profile>.account.json, not the <profile>.state.json desktop uses for
the same data — there the email and the engine's state manager sit in
different directories, but on Android both resolve under files/, and the
state manager rewrites the whole file from its own keys.

7546e7751c [client, android] Reuse the persisted configuration when enrolling (#7022)
## Describe your changes

NewAuth builds a fresh in-memory configuration on every call, which
means a new WireGuard key each time. The peer registers under that key
and the key is written out, so any peer registered by an earlier call is
orphaned on the server — a client that enrols twice leaves two entries
and owns neither.

It also breaks the enrol-then-run sequence. `RunWithoutLogin` reloads
the configuration from disk through `UpdateOrCreateConfig`, so the
identity that registered is not necessarily the identity that runs, and
the management stream rejects it:

followed by a panic in `ConnectClient.run`.

### How it was found

Embedding the Android client in an application that enrols with a setup
key and then runs. Eight orphaned peers accumulated on a self-hosted
management server before the cause was clear, because every restart
registered a new one.

### The change

`NewAuth` passes `ConfigPath` and uses `UpdateOrCreateConfig`, so an
existing configuration is reused and one is only created when absent. A
caller wanting a fresh identity can delete the file — which is what
"forget this account" already does.

### Test

`TestNewAuth_ReusesPersistedIdentity` fails on the current code:

domain change rebuilt the TUN with zero routes and cut all tunnel

only its last-announced baseline to suppress triggers for unchanged
syncs; the TUN route state is owned by the route manager. SearchDomains
now locks the DNS server mutex since the pull arrives from a Java
thread.

In unattended installs/updates there may be no logged-in user, so
there's no context to start the GUI (nor anyone to see it).

The bug is the GUI being started in the wrong user context / inheriting
the wrong `$HOME` (OS mechanics aside).

Today the GUI is started by a per-user LaunchAgent, i.e. on behalf of
the user who logs in — no login ⇒ no GUI.

The patch aligns to this: it launches the GUI on behalf of the logged-in
console user if one exists, otherwise it delegates the launch to the
per-user LaunchAgent at next login.

Additionally it logs when default UI settings are applied.

Note (small caveat): the LaunchAgent auto-starts the GUI at login only
once it's been registered — which happens on the first GUI launch in the
user's context. On an MDM/unattended fresh install done with no user
logged in (where the user has never run the GUI before), they may need
to start it manually once; it self-registers from then on.

delivered OnNetworkChanged from a fire-and-forget goroutine per update.
Two updates in quick succession could reach the Java side reordered: the
TUN rebuild handler applies them in arrival order and compares against
the last applied parameters, so a stale route set delivered last won as
the final TUN state. This is the same reordering hazard fixed for iOS in
#6454.

Wrap the Android network change listener into the shared tunnelnotifier
FIFO introduced in #6870, the same way RunOniOS does, and deliver both
notifiers synchronously into it. Enqueueing is non-blocking, a single
delivery goroutine preserves order, and calls into Java never overlap.

Also stop hasRouteDiff from sorting the notifier's shared route slices
in place; compare sorted copies instead.

28197e6504 [client] Android - Create the Android fake IP manager lazily on DNS flag enable (#6989)
The fake IP manager was only created at route manager construction, from the DNS feature flag fetched by the initial GetNetworkMap call. When the flag flipped to true mid-session, UpdateRoutes set useNewDNSRoute but never created the manager, so domain routes added after the flip got a DNS interceptor with a nil fake IP manager.

internalDnatFw only checked for a firewall and GOOS, so the interceptor took the DNAT path and called GetFakeIP/AllocateFakeIP on the nil *fakeip.Manager. These methods lock m.mu first, which is a nil pointer dereference: the first DNS answer for such a route panicked and crashed the VPN service. The fake IP blocks (240.0.0.0/8 and its v6 pair) also never reached the TUN, since only the constructor registered them.

Create the manager and its TUN routes from UpdateRoutes when the flag turns on, notify so the fake IP blocks get into the TUN without a client route change, and treat a nil manager as no internal DNAT.

This is groundwork for removing the initial GetNetworkMap fetch, after which every startup goes through the flag-off-to-on transition.

2f721ec0d5 [client] Keep the account email backing the SSO login hint correct (#6986)
## Describe your changes

Three fixes to how the desktop GUI keeps the account email that backs
the SSO `login_hint`. Each is independent and reviewable on its own.

**1. Store the email after a GUI SSO login**

The daemon returns the authenticated user's email from `WaitSSOLogin`
but cannot persist it: it runs as root while the per-profile state file
is user-owned. The CLI's `handleSSOLogin` writes it after its own
`WaitSSOLogin`; the GUI path read the value and dropped it.

The profile was therefore left with no email, so `Profiles.List` showed
no account for it, and later logins and session extends went out with no
`login_hint` — leaving the IdP to pick an account instead of reusing the
one the profile belongs to. Mirror the CLI and store it, next to the
`Logout` path that already clears the same file for the same reason.

**2. File the email against the profile the login ran for**

`SetActiveProfileState` resolves the target itself, so it writes to
whichever profile is active when it is called. A GUI SSO login spans
seconds of user interaction in the browser, and the tray stays clickable
throughout: switching profiles in that window left the email filed under
the profile that happened to be active when the flow returned. The wrong
profile then advertised an account it does not own, and offered it as
the `login_hint` next time.

Adds `SetProfileState(id, state)`, the write-side counterpart of the
existing `GetProfileState(id)`, and keeps `SetActiveProfileState` as a
wrapper for callers with no particular profile in mind. `Login` now
reports the profile it resolved so the frontend can hand it back with
the SSO wait, which closes the window.

**3. Delete the email when a profile is removed**

Removing a profile left its state file behind: the daemon deletes what
it owns, but the email file is user-owned and out of reach for a root
daemon — the same split that already puts the `Logout` cleanup on the UI
side.

Beyond the stray file, legacy profiles are keyed by name rather than by
a generated ID, so recreating a profile under a removed one's name
inherited its email — shown as the account in the profile list and sent
as the `login_hint` on the next login.

6044663788 [client] Declare GTK4/WebKitGTK runtime deps for the Linux UI packages (#6893)
The 0.75.0 UI is built against GTK 4.14 (Ubuntu 24.04 runner) and Wails
v3 calls gdk_monitor_get_scale (GTK 4.14+) unconditionally, but the
deb/rpm packages only depended on netbird. On distros shipping an older
GTK4 (Ubuntu 22.04, RHEL 9, openSUSE Leap 15.6) the package installed
fine and then died at startup with a symbol lookup error (#6890).

Declare the real runtime dependencies so package managers reject the
install up front instead:

- deb: libgtk-4-1 (>= 4.14) and libwebkitgtk-6.0-4
- rpm: rich (boolean) dependencies that accept both the Fedora/RHEL and
the SUSE package names, with the 4.14 floor: (gtk4 >= 4.14 or libgtk-4-1
>= 4.14) (webkitgtk6.0 or libwebkitgtk-6_0-4)

Rich deps are supported by dnf and zypper (RPM 4.13+); the pinned
goreleaser v2.16.0 -> nfpm v2.46.3 -> rpmpack v0.7.1 chain passes the

### Problem

`auth.Auth.IsLoginRequired()` is not a cheap probe: it calls
`doMgmLogin()` and classifies
the resulting error, so every "is login required?" check costs a **full
`Login` RPC**. There
is no lighter way to ask. As a result the iOS client issued ~7 `Login`
requests before the
first `Sync`, where Android issues ~3, and the extra ones were
indistinguishable from real
logins in the management logs.

Three of those came from this package:

1. `Run()` called `LoginSync()` before starting the engine, which
performs `IsLoginRequired`
**and** `Login` — two RPCs. This duplicated the engine's own
`loginToManagement`
(`client/internal/connect.go`), which runs immediately before the first

authoritative login. The `Login(ctx, "", "")` inside `LoginSync` could
not even establish
anything: with an empty setup key and empty JWT, a registration attempt
fails by
   construction, so it was a pure check.
2. `Auth.login()` called `IsLoginRequired()` again before opening the
browser, even when the
   caller had already determined that login is needed.

This is not only wasted traffic:

- **It pushes peers toward the server-side login ban.** In
`management/internals/shared/grpc/loginfilter.go`, every login with
unchanged metadata
increments `sessionCounter`, and exceeding `reconnLimitForBan` (30)
within
`reconnThreshold` (5 min) bans the peer for `baseBlockDuration` (10
min), doubling on
repeat. Redundant logins carry identical metadata, so they count against
exactly this
budget. At 7 logins per connect the budget is exhausted after ~4
reconnects instead of
  ~10 — reachable on flaky mobile networks.
- **Each redundant check is a potential 2-minute stall.**
`IsLoginRequired` retries with
backoff up to `MaxElapsedTime` (2 min) and returns `true` on failure, so
an unreachable
server was reported as "login required" rather than as a timeout, and
the `LoginSync`
  pre-flight could abort engine startup on that basis.

### Changes

**`client/ios/NetBirdSDK/client.go`** — `Run()` no longer performs the
`LoginSync()`

`getInterfaceIndex` in the iOS upstream DNS resolver dereferenced the
result of `net.InterfaceByName` before checking the error, so a missing
interface (e.g. during teardown or renaming) caused a nil-pointer panic
instead of a DNS client error.

The helper now returns a wrapped error before touching the interface;
the only caller, `GetClientPrivate`, already propagates the error.

The helper moved to an un-build-tagged file so it can be unit-tested on
host platforms while remaining available to the iOS build. Added a test
covering the missing-interface path. Verified with the new host test, an
iOS arm64 CGO compile, and `git diff --check`.

3d1f209ea3 [client] parse NB_LAZY_CONN_INACTIVITY_THRESHOLD as a Go duration (#6947)

63c320b6a9 [client] Serialize iOS tunnel reconfiguration callbacks (#6870)
On iOS the tunnel reconfiguration (setTunnelNetworkSettings) was driven
from three independent Go paths without serialization: route prefix
updates via the route notifier's own delivery loop, interface IP/IPv6
set synchronously from the engine start goroutine, and DNS config
applied from the DNS apply chain through a separate Swift object. The
three sources mutated the shared Swift settings-manager state
concurrently and triggered overlapping updateTunnel() calls, losing or
half-applying route and DNS settings.

Introduce client/internal/tunnelnotifier: a single notifier that
implements both listener.NetworkChangeListener and dns.IosDnsManager,
queues all four callbacks (OnNetworkChanged, SetInterfaceIP,
SetInterfaceIPv6, ApplyDns) in one FIFO and delivers them one-by-one
from a single goroutine, so calls into Swift never overlap and arrive in
order. RunOniOS wraps the two Swift objects into the notifier and closes
it after the run loop exits.

The route notifier keeps its prefix dedup but delegates delivery to the
shared notifier instead of maintaining its own queue and loop; the dedup
check and the enqueue stay under one mutex so queue order matches
state-update order. Setting the interface IP becomes asynchronous, which
is safe: on iOS wgInterface.Create() only uses the TunFd, and the FIFO
preserves the IP -> routes/DNS relative order.

The package is build-tag free so the unit tests run on any platform
under -race. Android is unaffected: it receives all settings atomically
in one configureInterface call and serializes TUN rebuilds on a single
handler thread.

8a43f4f943 [client] fix build: add ReapplyMatching to dedicated AllowedIPsRefCounter (#6935)
## Describe your changes

#6799 turned `AllowedIPsRefCounter` from an alias of the generic
`Counter` into a dedicated peer-aware type. A change merged in parallel
— `DefaultManager.ReconcilePeerAllowedIPs` (lazy-connection idle→wake
reconvergence) — calls `allowedIPsRefCounter.ReapplyMatching`, which
only existed on the generic `Counter`. Each PR built alone; the merged
`main` did not:

Add `ReapplyMatching(pred, apply)` to the dedicated type, matching the

counter via `refcounter.NewAllowedIPs` — the generic `refcounter.New`

Verified with `cd client && CGO_ENABLED=1 go build .` (the failing CI
step) and the `TestReconcilePeerAllowedIPs` / refcounter / routemanager
tests.

2f268c8141 [client] fix stale routing peer on overlapping-prefix network removal (#6799)
## Describe your changes

The AllowedIPs reference counter
([refcounter/types.go#L9](https://github.com/netbirdio/netbird/blob/e1a24376a/client/internal/routemanager/refcounter/types.go#L9))
was keyed only by prefix and stored a single active peer set by
the first registrar, never swapped. When two networks advertised the
same prefix via different routing peers, removing the one whose peer was
installed in WireGuard left the prefix pointing at the removed peer
instead of the
surviving one — traffic kept flowing to the old peer until a manual
`netbird down/up`.

Made the AllowedIPs counter peer-aware: it tracks a per-peer reference
count per prefix plus the installed peer, and swaps WireGuard to a
surviving peer when the active one releases its last reference (removes
the prefix when
none remain). `Decrement` now takes the peer key so the exact
incremented peer is released; the static handler records its selected
routing peer like the dynamic and DNS handlers already did. The generic
`Counter` (routes,
  exclusion, ipset) is unchanged.

9b4a5df925 [client] Use platform installer URL for manual update downloads (#6922)
The Wails UI regressed the non-enforced update download to the plain
GitHub releases page. Restore the old Fyne behavior: the tray update
item and the About card's Get installer button now open
version.DownloadUrl(), which points to the direct installer download
(pkgs.netbird.io) per OS/arch and falls back to the generic install page
where no installer exists.

Also fix the dead brew detection on darwin: exec.Command passed the
whole pipeline as a single argument to brew, so the check always failed.
Query the netbird formula and netbird-ui cask explicitly via exit codes
instead.

1e5b0a5c89 [client] Make Test_ConnectPeers deterministic under Docker/eBPF kernel / Darwin CI (#6884)
## Describe your changes

Make `Test_ConnectPeers` deterministic. Two issues, both surfaced once
the
privileged suite moved into a `--privileged` Docker container (#6425):

1. The peers used `getLocalIP()` as their WireGuard endpoint, i.e. the
host's
routable NIC IP (the docker bridge IP `172.17.0.2` in CI). That address
might
not hairpin reliably inside the container, so the handshake
intermittently
timed out (flaky). Use loopback (`127.1.0.x`) instead — always
self-reachable.
2. On a Linux runner with the WG kernel module the iface uses the eBPF
proxy
factory. Its manager is a singleton with one shared XDP program +
settings
map, so bringing up the two ifaces makes the second factory overwrite
the
first's `wg_port`/`proxy_port` and the handshake is dropped. The test is
   incompatible with the eBPF factory, so disable it via
`NB_DISABLE_EBPF_WG_PROXY` (peers then handshake directly over
loopback).
Running the suite across all three modes (eBPF / UDP proxy / ICE bind)
would
   need a larger refactor.

Also fixes a typo in the `ErrSharedSockStopped` message (`socked` →
`socket`).

46568f7af8 [client] Reconcile routed allowed IPs when a lazy connection goes idle (#6863)
## Describe your changes

Under lazy connections, when a routing peer goes idle its WireGuard peer
is torn down and re-created with a wake endpoint by
the activity listener, carrying only the overlay /32
(`peerCfg.AllowedIPs`). The routed subnet prefixes are dropped from
  the device on the Connected→Idle transition.

They are meant to be restored by the route watcher, which reacts to the
peer's status change and calls `recalculateRoutes` →
  `AddAllowedIP`. Two things prevent that from healing the peer:

- `AddAllowedIP` uses `update_only`, which is a silent no-op (no error)
when the peer does not exist. While the peer is
being torn down and re-armed with its wake endpoint, it is briefly
absent, so a re-add that lands in that window is lost.
- The allowed-IP refcounter only calls its add function on a prefix's
0→1 transition. The routed prefix stays referenced
across the idle cycle, so once the device entry is gone the refcounter
does not re-push it on its own, and nothing retries.

As a result, traffic to the routed subnet is black-holed while the peer
is idle. Because the wake endpoint only fires when a
packet matches the peer's AllowedIPs, a packet to the subnet is dropped
before reaching the wake endpoint, so it cannot
wake the peer. The peer only recovers when woken by other means (e.g. a
ping to its overlay IP).

  ## Approach

This change keeps the existing Connected→Idle transition as-is and
reconciles the AllowedIPs afterwards, avoiding any
additional locking on the transition path. The peer is torn down and
re-armed with its wake endpoint as today; the routed
prefixes are then re-applied from the route manager's allowed-IP
refcounter once the wake endpoint has been (re)armed.

A single add-only method, `ReconcilePeerAllowedIPs(peerKey)`, re-applies
every routed prefix currently tracked for the peer
in the refcounter (the authoritative store; it already covers static,
dynamic and dnsinterceptor routes). It runs whenever
the peer's wake endpoint is (re)created in the lazy manager — every
point where the activity listener builds it with the
  overlay /32 only:

- **initial registration** (`AddPeer`, cold start): the route manager
may have already pushed the peer's routes before the
wake endpoint existed, so those `AddAllowedIP` calls no-op'd; the
reconcile installs them on the freshly created wake
  endpoint.
- **the two paths into idle** (`DeactivatePeer` on a remote GOAWAY,
`onPeerInactivityTimedOut` on local inactivity): the
peer is torn down and re-armed, so the routed prefixes must be
re-applied.

In every case the routed prefixes end up on the wake endpoint, so
traffic to a routed subnet can wake the peer. Arming the
wake endpoint and reconciling are wrapped in a single
`armActivityListener` helper so the two always happen together.

New helper: `refcounter.Counter.KeysMatching(pred)` to enumerate a
peer's prefixes under the counter lock.

Note on scope: the reconcile restores what the refcounter tracks. All
routed AllowedIPs currently go through it, so this
covers the routed-prefix case; it does not attempt to reconcile
AllowedIPs installed outside the refcounter. The
Idle→Connected (wake) path does not need this: the peer is not removed
there (the listener close leaves it in place and only
the endpoint is updated), so a concurrent `AddAllowedIP` lands normally.

  ## Testing

Reproduced deterministically in a local dev setup (userspace client,
`NB_WG_KERNEL_DISABLED=true`, `B_LAZY_CONN_INACTIVITY_THRESHOLD=1`
inactivity threshold 1
min). A temporary 30s sleep in the tear-down → re-arm window widens the
race so the route watcher's async `AddAllowedIP`
reliably lands while the peer is absent and no-ops (the sleep is a test
aid, not part of the change):

- **without the reconcile:** after the peer goes idle, a ping to any
routed IP — both a pre-existing route and one added
  during the window — black-holes; the peer never wakes.
  - **with the reconcile:** the same ping wakes the peer and passes.

Added unit tests: `ReconcilePeerAllowedIPs` (re-applies all of a peer's
tracked prefixes, scoped to that peer) and
  `refcounter.Counter.KeysMatching`.

Note: `netbird status -d` is not a reliable signal for this —
`AddPeerStateRoute` records the route regardless of whether
the underlying `AddAllowedIP` no-op'd, so it reflects the route
manager's intent rather than device state. The reliable
  signal is functional (ping the subnet from idle).
