Partial Overlap Network Routes are not marked as overlap #1398

Describe the problem

In the windows GUI if router are partial overlap they are not marked as overlap

To Reproduce

Create a Network route for 172.16.0.0/16
Create a Network route for 172.16.0.0/24

Enable the route for a peer.

Check the overlapping route of the Windows GUI

Expected behavior

I Expect those routes to be marked as overlap.

Are you using NetBird Cloud?

0.30.1

Additional context

It would also be very useful to create group of overlapping routes. So people can easly choose one of those routes.

We're currently reviewing our open issues and would like to verify if this problem still exists in the latest NetBird version.

Could you please confirm if the issue is still there?

I can confirm that I have this issue on 0.43.2 on Windows. Two networks 192.168.198.0/24 and 192.168.198.0/21 are not shown as overlapping.
