Currently, unless installed with setup key, a user can disable exit nodes.

Describe the solution you'd like
I'd love to have the users be forced into using an exit nodes(s), to force full tunnel. This would be useful for both troubleshooting and potential compliance.

Describe alternatives you've considered
User education can always help here, and I'm not saying users are maliciously non-complying. But lets take away the variable.

Additional context
Ideally, if this was done at a group level, we could remove the ability to toggle an exit nodes on/off in the gui
