NocoDB: Unpin Version to latest (#13094)

* NocoDB: Unpin Version to latest

Updated the nocodb.sh script to fetch the latest release instead of a specific version.

* Update NocoDB installation script to use latest release

* remove old echo

Update NocoDB service file creation in install script.
