refactor: move json/ to top-level, remove frontend/, update workflows

- Move frontend/public/json/ to json/ (top-level)
- Update all workflow path references to json/
- Delete frontend-cicd.yml workflow
- Delete frontend/ directory entirely
- Clean up .gitattributes (remove frontend entries)
