🚀 Update CasaOS installer to v0.4 and uninstall script (#49)

- Bump installer version from v0.3 to v0.4
- Update uninstall script URL to GitHub raw source
- Simplify uninstall script download logic
- Remove SSL bypass condition for get.casaos.io
